Nigeria’s constitutional democracy is founded on the principle that no public official is above the law. The recent decision by the Kano State House of Assembly to initiate impeachment proceedings against the Deputy Governor of Kano State, Aminu Abdussalam Gwarzo, represents an important moment in the state’s democratic process.
At a time when citizens increasingly demand transparency, accountability, and responsible leadership, the move by the legislature reflects the relevance of constitutional mechanisms designed to protect public trust and ensure that those entrusted with public office remain answerable to the law and the people they serve.
Reports indicate that no fewer than 38 lawmakers signed the notice of impeachment presented during plenary. This action is rooted in the provisions of the Constitution of the Federal Republic of Nigeria 1999, particularly Section 188, which outlines the legal procedure for the removal of a governor or deputy governor on grounds of gross misconduct.
Under this constitutional framework, the process begins with a written notice of allegations endorsed by at least one-third of the members of the House. If two-thirds of the Assembly approve the motion for investigation, the Chief Judge of the state is mandated to constitute a seven-member panel to examine the allegations. Should the panel confirm the claims and the Assembly adopt the report by a two-thirds majority, the official concerned can be removed from office.

Therefore, the current development should not merely be viewed as a political event but as the activation of a constitutional mechanism intended to safeguard accountability in governance.
Allegations and the Demand for Accountability
The impeachment notice presented before the Assembly outlines several allegations against the Deputy Governor relating to his conduct while serving as Commissioner for Local Government and later as Deputy Governor.
Lawmakers allege that between June 2023 and January 2024, kickbacks amounting to ₦1.5 million were allegedly collected monthly from each of the 44 local government councils in Kano State. This reportedly amounted to about ₦66 million monthly and roughly ₦462 million within a seven-month period.
Further claims suggest that between February and July 2024, an additional ₦726 million was allegedly received under the pretext of executing special assignments for the councils.
The Assembly also alleged that ₦440 million was released from the 44 local government councils to Novomed Pharmaceuticals Limited in circumstances lawmakers claim may have contravened established procurement and fiscal management procedures.
While these allegations remain subject to investigation, their seriousness underscores the necessity of allowing constitutional oversight institutions to function without obstruction.
Political Cohesion and Effective Governance
Beyond the legal questions, the unfolding process also highlights the importance of political cohesion within the executive arm of government. Effective governance requires trust, coordination, and alignment between the governor and his deputy.
In the current political circumstances, where the governor has moved politically while the deputy governor reportedly chose to remain within the New Nigeria Peoples Party rather than align with the governor’s new political direction, questions inevitably arise about the sustainability of executive cohesion.
Resolving such contradictions through constitutional means may ultimately provide the governor with a smoother and more stable environment to carry out his responsibilities without fear of internal political conflicts or the exposure of sensitive government decisions.
Governance Beyond Politics
Ultimately, what the people expect from an elected government is not endless political disputes but tangible development.
Across Kano today, governance is increasingly judged by visible progress. Roads, infrastructure upgrades, and urban renewal projects have significantly altered the physical outlook of the state. In many parts of Kano, the level of ongoing development has led observers to describe the state as one vast construction site.
What is unfolding goes beyond routine governance; it represents a deliberate effort at rebranding and architectural transformation aimed at redefining the future of the state.
Public communication has also played an important role in reinforcing public confidence. With figures such as the Commissioner for Information and Internal Affairs, Ibrahim Abdullahi Waiya, the administration appears confident that its policies and achievements are effectively communicated, ensuring that the people of Kano remain informed and engaged in the state’s transformation.
A Test for Democratic Maturity
The impeachment proceedings initiated by the Kano State House of Assembly therefore represent a crucial test of democratic maturity. If conducted with fairness, transparency, and strict adherence to constitutional provisions, the process can reinforce public trust in democratic institutions.
At the same time, it is essential that the process remains guided by justice and due process rather than factional interests.
In the final analysis, the strength of democracy lies not in shielding public officials from scrutiny but in allowing institutions to function independently in the pursuit of accountability, responsible governance, and the protection of public trust.
