Kano Government Begins Strict Enforcement of 2013 Anti–Achaba Regulation

The Kano State Government has announced the full enforcement of the Motorcycling and Related Matters (Regulations) Law 2013, reaffirming its commitment to public safety, orderliness, and crime prevention across the state.

In a statement issued on Monday, the Attorney General and Commissioner for Justice, Abdulkarim Kabiru Maude, SAN, reminded residents—particularly commercial motorcyclists (Achaba)—that the law, enacted in 2013, remains active and will be strictly implemented.

According to the provisions of the law, commercial motorcycle operators are prohibited from carrying passengers within several metropolitan local government areas, including Kano Municipal, Gwale, Dala, Nassarawa, Tarauni, Ungogo (Jido), Dawakin Kudu (Tamburawa, Gurjiya, and Jido Ward), Fagge, and Kumbotso.

Violations attract penalties such as up to six months’ imprisonment, a fine of ₦10,000, or outright forfeiture of the motorcycle to the state.

The Ministry of Justice further stated that in local government areas where Achaba operations are allowed, riders must be duly registered with the Ward Head, the Local Government Works Department, and the Divisional Police Officer. This process, it said, is essential for security tracking, proper identification, and regulating motorcycle transport activities.

The government urged riders, passengers, community leaders, and transport unions to comply fully with the law. Security agencies have been instructed to intensify surveillance and enforce the regulations across the state.
