The Federal Capital Territory Administration (FCTA), under Minister Nyesom Wike, has banned the use of smartphones for staff on Grade Level 14 and below, allowing only basic “torchlight phones” in the office to enhance productivity. The new policy, which applies to all FCTA staff, takes effect on December 1, 2025.
The directive has sparked mixed reactions, with some viewing it as a measure to improve focus, while others have condemned it as draconian.
In a circular obtained by Chronicles Reporters—reference number FCT/DLA/259/III and dated 28 November 2025—the administration instructed all Heads of Division, Sections, Units, and staff of the Department of Land Administration and the Abuja Geographic Information System (AGIS) to enforce the policy beginning Monday, December 1, 2025.
The circular, signed by Amaka Ezike, Assistant Director (Administration), on behalf of the Acting Director of Administration, mandates staff to deposit all smartphones, smartwatches, and other internet-enabled devices into “secure storage cabinets” immediately upon arrival at work. These devices will only be accessible during official break periods.

The memo also referenced a general staff meeting held on November 18, 2025, where management claimed workers “agreed” that only basic torchlight phones with no internet capability would be allowed for necessary communication at work.
Management staff across departments have now been directed to enforce the controversial policy, raising concerns about workers’ rights, digital freedom, and transparency within one of the most sensitive land administration offices in the country.
